Cagayan de Oro City, Philippines -- A pilot project seeking to produce a labor market intelligence (LMI) report and jobs skills database for the education, and hospitality and tourism sectors in Region 10 was launched on March 4, 2020 at the Limketkai Luxe Hotel in Cagayan de Oro City.
The project’s aims to gather dependable information on employment and training pathways specifically in the sectors of education and hospitality and tourism, and to see through the disparity between education and workforce. Philippine Business for Education (PBEd) is launching the initiative through its projects STEP UP, a teacher scholarship program supported by the Australian government, and YouthWorks PH, a workforce development project in partnership with United States Agency for International Development (USAID).
“Information is the key to the development of a competent workforce,” PBEd Executive Director Love Basillote said. “PBEd intends to bridge the gap that causes disconnects in the offerings of education and training institutions, the placement of graduates, and job requirements of the industry,” she added. Basillote added that STEP UP and YouthWorks PH have a component on LMI and that the LMI should be regional and sector for nuanced and tailor-fit data.
USAID Mission Director Lawrence Hardy expressed his support for the project as it provides timely, relevant, and accurate information about specific sectors. “If students and their parents have access to, and can understand this information, the idea is that they are also able to make better decisions regarding what and where to study, what skills to gain, and what career paths are available for them,” he said.
The pilot project will be carried out in partnership with the City Government of Cagayan de Oro, DepEd, COHARA, Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), and Cagayan de Oro Chambers of Commerce and Skills Council.
“On behalf of the Department of Education, we would like to commend PBEd for initiating this project that will certainly help us determine the kind of education in demand, and the kind of teachers we need to produce today.” DepEd Regional Director Arturo Bayocot said during his speech.
COHARA President Bong Pelaez also declared the association’s commitment to the pilot project. “We fully support this motion and believe in its profitableness if we are moving towards nation progress through the empowerment of our Filipino youth. The LMI will help us establish the fundamentals needed for their skills and career progression,” he said.
Australian Ambassador Steven Robinson, through the Deputy Head of Mission Richard Sisson, also sent a message of support for the project. “Through our STEP-UP program, more teachers have been able to attain the kinds of skills that the Philippines needs now. And so we’re pleased that with this new pilot, we’ll move closer to determining the skills that teachers will need in the future.”
Among the information from stakeholders and partners that the LMI system will examine are the local labor data from DOLE, Public Employment Service Office, and members of the CDO Chamber of Commerce from the hospitality and tourism sector. Local labor data on teacher hiring and professional development in partnership with the DepEd Region 10 office will also be included.
“Let us, with one voice, devote more effort in addressing the problem of job-skills mismatch in the country, beginning here on our very own province CDO, and expand our range of information as we intend to do this,” City Mayor Oscar Moreno said. “I fully support this initiative and I am glad to be working with multi sectoral partners.”
